The Latest on the Renters' Rights Bill: Key Impacts for Off-Street Student Housing

The Second Reading of the Renters’ Rights Bill took place on 9th October and was passed by the House of Commons and it is now at the Committee Stage. Unipol was invited to give an oral submission to a Public Bill Committee on Tuesday 22nd October.  This was an opportunity to provide more detail to members of the Committee on the niche nature of the student housing sector and set out the reasons why it should be given special attention, not only the PBSA sector but also the off-street student provision. 

Following the oral evidence sessions on Tuesday 29th October, the Renters’ Rights Bill Committee started detailed line by line scrutiny of the Bill

Hilary Crook, Hatch Legal

Hilary Crook is a solicitor with over 25 years’ experience of advising universities and other organisations working in and with the higher education sector.  She qualified as a trainer through the Hotel and Catering Industry Training Board, and is one of Unipol’s regular panel of speakers.

Hilary has earned recognition in the legal sector, both in the Legal 500 and Chambers Directory.  The firm she founded, Hatch Legal, is winner of the Global Law Experts’ boutique category: Commercial Property Law Firm of the Year in England - The North West – 2019.

Outside the conference room, Hilary runs a busy law practice advising on a range of student accommodation issues, from nomination agreements and head leasing to student misconduct and dissatisfaction.  Her expertise in landlord and tenant law is complemented by her knowledge of consumer law, data protection, equality and human rights, as well as a down-to-earth approach to negotiating and problem-solving.  She has a wealth of experience of adjudicating tenancy deposit disputes.

The webinar will include:

A brief summary of the work Unipol is undertaking with Government

The Session will be led by Hilary Crook, Solicitor and student housing expert, taking us through in detail the main points of the Bill that are most likely to affect off-street landlords. 

  • What if anything can landlords do now to prepare for a potential commencement date in mid-2025?
  • What types of agreements will be open for landlords to use under the new Bill?
  • What will happen during the transitional period?
  • What does meeting the student test mean and what happens if a student status changes during the tenancy?

Our second panellist, Calum MacInnes from Student Tribe will share the work he is doing in relation to the Bill.

And our third panellist, Steve Rowley from Lingard Bell is a Leeds landlord with over 30 years’ experience renting to students.
